The Pharmaceutical Resilience Roadmap study is a descriptive qualitative investigation designed to analyze existing policies and their implementation across Indonesia’s pharmaceutical sector. The study focuses specifically on strengthening domestic production capacity for AIDS, Tuberculosis, and Malaria (ATM) medicines as a strategic foundation for national pharmaceutical independence.

This research includes the development of a comprehensive policy database; content analysis of key regulatory instruments—including national laws, domestic content regulations (TKDN), and fiscal incentives; and in-depth interviews with active pharmaceutical ingredient (API) manufacturers and formulation industries. Through these activities, the study identifies key actors, systemic barriers, market opportunities, and ecosystem-strengthening needs within the Indonesian pharmaceutical landscape.

Background

Ongoing global supply chain disruptions, coupled with increasing healthcare demands, underscore the urgency of developing a resilient pharmaceutical ecosystem. Strengthened domestic production of ATM medicines is of strategic importance, given Indonesia’s high burden of these diseases and the need for sustainable, uninterrupted supply.

Despite significant potential, gaps remain in policy coherence, industrial capability, and the support ecosystem required for local manufacturers to meet international quality standards such as WHO Prequalification. Evidence-based guidance is therefore needed to formulate a realistic, phased roadmap toward pharmaceutical self-reliance and resilience, anchored in the country’s industrial readiness and long-term strategic goals.
